Senate Democratic Leader Chuck Schumer and his caucus revealed a new funding framework aimed at ending the federal government shutdown. The proposal would reopen government operations while extending premium tax credits under the Affordable Care Act for an additional year.

The plan keeps funding at current levels through the fiscal year and includes language that would add four weeks of paid parental leave for federal employees. Republicans have yet to commit to debate the measure, but the Democratic blueprint signals a strategic shift from reactive fixes to a comprehensive funding pathway.

Key components include immediate government re-opening, an additional year of health-care subsidies, and no increase in federal borrowing. Schumer emphasized that Senate Democrats are ready to move quickly if Republicans engage in meaningful dialogue.
