Senior U.S. officials, Ukrainian envoys and Russian intermediaries convened at private venues in the city’s upscale neighborhoods, hashing out initial terms over meals.
Sources familiar with the process say the Miami meetings covered strategic guarantees for Ukraine’s security, troop withdrawal timelines, and oversight of occupied territories. The gathering was not officially logged as a diplomatic session, allowing participants greater flexibility to explore sensitive ideas before formal negotiations began.
The resulting draft raised eyebrows internationally when its text later became public, with critics arguing it lent excessive leverage to Moscow. U.S. diplomats now say it was a “starting point,” not the final framework, and steps are underway in Geneva to refine and expand it in coordination with European partners.
