German Adriano Llangari Inga, an Ecuadorian national, has been apprehended by federal immigration authorities. He is accused of causing the death of a mother in an inebriated driving accident in Minnesota. The arrest occurs months after local law enforcement had released him on two separate occasions, despite requests from Immigration and Customs Enforcement (ICE) to detain him.
Victoria Eileen Harwell, 42, was killed in a fatal accident that occurred in August 2024. The collision also resulted in injuries to her adolescent daughter and sister. According to authorities, Llangari Inga was operating a vehicle with a blood alcohol concentration that was twice the legal limit.
ICE had submitted detainer requests to the Hennepin County Sheriff’s Office in the aftermath of the accident and again in May 2025. He was released on both occasions as a result of state policies that prohibit law enforcement from detaining individuals solely on administrative immigration detainers without a judicial warrant.
ICE officials condemned the decision to release him, cautioning that local noncompliance in such cases undermines public safety and enables high-risk individuals to reenter communities.
Llangari Inga was previously ordered to be removed from the United States after entering the country in 2016. The national discourse regarding immigration enforcement and the degree to which local jurisdictions should collaborate with federal immigration authorities has been reignited by his subsequent arrest.
