A 22-year-old man, Xavier Rigby, has been arrested after police say he struck bicyclist Kjersten Aileen-Hermance Strang, 38, in Gulfport, Florida, and dragged her several blocks before fleeing the scene.
Authorities allege Rigby’s 2021 Nissan Altima, driven at high speed, first hit Strang and then carried her along the windshield before she was dislodged further down the vehicle’s path. Strang was pronounced dead at the scene.
Rigby was later apprehended in nearby St. Petersburg, where officers say he showed signs of impairment and refused to complete a field sobriety test. He now faces charges including vehicular homicide, DUI manslaughter, and leaving the scene of a crash involving death.
Court documents reveal a long history of traffic violations and prior incidents tied to Rigby, including an earlier hit-and-run. During his first appearance in court, a judge denied bond on certain charges, calling the facts of the case “extremely aggravating” based on the circumstances.
