    A federal judge, who has recently come under fire from House Republicans pursuing impeachment, has issued a ruling that significantly undermines one of President Trump’s latest policy moves involving the Federal Emergency Management Agency (FEMA).

    The judge ruled against a component of the administration’s emergency management strategy, effectively halting a measure designed to redirect federal disaster relief resources. The blocked initiative aimed to shift the distribution process of FEMA funds, a move the administration said was intended to streamline aid and increase efficiency during national emergencies.
