A 45-year-old man with a lengthy criminal history is now facing multiple federal and state charges following a deadly crime spree in north Minneapolis.

The incident began early on Thursday with multiple gun-related carjackings, including one involving a black Volkswagen. The suspect then led police on a high-speed chase, reportedly firing shots and driving dangerously through traffic.

The chase ended at the intersection of Penn Avenue and Olson Memorial Highway, where the suspect, driving a stolen vehicle, slammed into a blue sedan. Two women in that car—both 25 years old and unrelated to the chase—were killed, and a 6-year-old boy in the back seat was critically injured. Authorities later confirmed that the deceased included the injured child’s mother.

The suspect, who has used the names Edward Tiki Arrington and Troy Mike Payton, was arrested at the scene and treated for minor injuries. He now faces state charges, including fleeing police resulting in death and great bodily harm, as well as federal counts for carjacking and discharging a firearm during a violent crime. If convicted, he faces a minimum of 25 years in prison—and up to life—since carjacking resulting in death is eligible for the death penalty.

Police Chief Brian O’Hara and federal prosecutors condemned the violent spree, emphasizing the pervasive threat posed by repeat offenders. The child’s road to recovery will be long and difficult, medical professionals say.
