    Rep Jim Banks Demands Answers from DOD

    A number of U.S.-based Confucius Institutes have deep links to the Communist Party.

    In his first appearance on FOX News, Indiana’s newly elected representative Jim Banks criticized the Pentagon’s “inadequate guidance” to groups applying for funding to establish Confucius Institutes in China.

    This letter was part of Austin’s effort to unseat Banks as Indiana’s junior senator, which included its distribution on Friday. The Pentagon has threatened to cut off funding to the school if the student government is found to have ties to the Chinese Communist Party.

    During an interview with Fox News Digital, Banks allegedly said, “This guidance is a green light for the Chinese Communist Party to step up its influence and spying at U.S. universities.”

    An Indiana Republican Party official issued a statement saying, “the Biden administration is again undermining Congress’s efforts to stop Chinese espionage and bad influence, just like they did with their fake TikTok bill and continued refusal to enforce Section 117 disclosure requirements.”

    His words: “House Republicans work around the clock on oversight.”

    The “inadequate guidance” from the Department of Defense, according to Banks, necessitates a change to the FY2021 NDAA.

    Banks claims that the Pentagon has changed its mind on cutting off support to Confucius Institutes. Section1062 contains this provision in the FY2021 NDAA.

    It has been claimed by Banks that Chinese spies are “acting as agents of the Chinese Communist Party (CCP) on U.S. campuses, spreading Party propaganda, watching students and dissidents, and giving China a place to spy on our most valuable research and technology.”

    For more information on why Congress passed Section1062, you may read that “Congress wanted to make it easier to get rid of all CIs from U.S. campuses and to eliminate the threat of espionage that CIs pose to R&D funded by the DOD.”

    Confucius Institutes in U.S. institutions will get official recognition from the Bank of England on March 28, 2023, if they meet conditions laid forth by Defense Secretary Robert M. Gates.In spite of the fact that “the guidance imposes some restrictions on CIs for colleges to qualify for waivers,” Banks argues there are “significant loopholes” and “no seriousness” about the threat that CIs pose to national security.

    If the Pentagon publishes a new directive, the CI prohibition might be reversed. Any modifications to the CI’s contract require approval from the Defense Department. A corporation that is intent on hiring and keeping overseas workers will make that goal known to their employees. The staff at the Confucius Institute has no access to confidential information. The CI team has permanent, unrestricted access to any and all data.

    Nonetheless, the bank’s waiver policy would remain unchanged since “guidance does not address other loopholes related to DOD funding of universities hosting CIs.” The US Department of Defense is the sole provider of funding for CI facilities in the country.

    For UC systems with CIs that don’t meet the hardship exemption requirements, Banks notes, “The guidance also does not say whether the DOD will still pay contracts and grants after October 1, 2023.” Any organization that cannot give a money-back guarantee valid for at least five years will no longer receive funding from the Department of Defense.

    As a result of the “growing threat of CCP propaganda and espionage,” financial institutions are “bowing to the wishes of academia and the scientific community to continue their deep ties with China.” The defense establishment spent nearly a year researching the issue before consulting the National Academies of Sciences, Engineering, and Medicine for guidance. The National Academies of Sciences, Engineering, and Medicine have established guidelines for the responsible and ethical operation of Confucius Institutes in the United States.

    The Daily Texan cites unnamed “budget experts” at the University of Texas at Austin who have expressed doubts about whether or not the Pentagon “commits to regularly review institutions’ Sec. 1062 waivers to maintain a CI and not only rely on notifications from universities that their contractual relationship with their CIs has changed.”

    In response to a request for comment from Fox News Digital, Pentagon officials said, “The secretary will answer the letter writer when it is time, and we have nothing else to say at this time.”

    Specifically, Section 1062 of Title XI of the National Defense Authorization Act for Fiscal Year 2021 establishes the Confucius Institute Worker Release Program (CIWP).

    It is stated here that “American higher education institutions that host an institute that meets the definition of a Confucius Institute may apply for a waiver from the CIWP.” The Confucius Institutes and the Chinese Communist Party have benefited much from their tight relationship.

    The following data is necessary for host institutions to combat CIWP: In Chapter 3, we delve further into the CIWP’s many accomplishments. The hosting institution is instantly withdrawn from the CIWP once a valid waiver request has been submitted. The Ministry of Defense must be informed of all Confucius Institute activities.

    The Chinese government has provided funding to a number of American universities so that they might establish Confucius Institutes. On Monday, the Senate opted to further regulate the industry by adopting harsher standards.

    Former Republican presidential candidate and current governor of Louisiana John F. Kennedy strongly backs the CONFUCIUS Act, which updates government help for students studying abroad. Many university students in China are wary of cultural groups that get government funding because they believe the Communist Party is trying to influence them.
