Senate Majority Leader Chuck Schumer unveiled a list of Democratic demands targeting Immigration and Customs Enforcement (ICE), tying the proposed changes directly to approval of a Department of Homeland Security funding bill and bringing negotiations with the White House to a standstill.
Schumer said Democrats will not support DHS funding unless limits and accountability measures are imposed on ICE operations, citing concerns over recent enforcement actions that have drawn public scrutiny and protests. The demands focus on increasing transparency and oversight in how immigration agents conduct arrests and carry out field operations.
Among the conditions outlined are requirements for visible identification and body cameras for agents, stricter rules governing arrests and coordination with local authorities, and clearer standards governing the use of force. Democrats argue these measures are necessary to restore public trust and prevent further controversial incidents.
The White House responded by blaming Democrats for blocking a scheduled deal-making session, saying the release of policy demands halted progress on what officials described as productive funding discussions. Administration officials have urged lawmakers to pass a clean funding bill, warning that delays could disrupt homeland security operations.
Republicans criticized the move as politicizing national security funding, while Democrats maintained that reform must come before additional money is approved. With a funding deadline approaching, the standoff has increased concerns that parts of the federal government could face a shutdown if no compromise is reached.
