Schumer says the plan gives Congress one last clear opportunity to avert steep jumps in health-insurance premiums starting January. Every Democrat in the Senate has pledged support.
But the proposal faces strong headwinds. GOP leaders demand fundamental changes, including income limits and prohibitions on using subsidies to fund abortion coverage, making bipartisan agreement unlikely. With roughly 13 Republican votes needed to overcome a filibuster, many analysts view the measure as all but dead.
As the deadline looms, millions of Americans may soon confront sharp increases in insurance costs — unless a compromise emerges quickly.
