Senate Republicans announced a major step toward resolving the historic government shutdown by unveiling a three-bill spending package aimed at restarting federal operations. The proposals, crafted by the Appropriations Committee, would fund military construction, the Department of Agriculture and the legislative branch through late January 2026.
The effort, led by Appropriations Chair Susan Collins, drew bipartisan support—with three hesitant Democrats ultimately joining negotiations. Key features include back-pay promises for furloughed workers and a commitment to reverse pandemic-era firings within federal agencies.
Although the legislation does not yet address expiring health-insurance subsidies under the Affordable Care Act, it is viewed as the Republicans’ best chance so far to muster the Senate votes needed to end the stalemate and reopen the government.
