A recent study by the Heritage Foundation has raised concerns about the current state of the U.S. military, labeling it as “weak” for the second year in a row. The 10th annual Index of Military Strength report, which assesses the military’s ability to handle major conflicts and maintain global engagement activities, suggests that the U.S. armed forces might struggle to defend American interests effectively.
The comprehensive 664-page report evaluates each military branch based on capacity, capability, and readiness. The findings indicate that almost all branches are not prepared for a major conflict, with the Air Force receiving a particularly concerning rating of “very weak” in 2023. The Navy and the Army also received low ratings, with the Navy marked as weak in capacity and marginal in capability and readiness, and the Army as weak in capacity, marginal in capability, but very strong in readiness.
According to Robert Greenway, the director of the Allison Center for National Security at the Heritage Foundation, the U.S. Navy’s gradual decline juxtaposed with China’s rapid naval expansion is particularly alarming. He highlighted issues such as insufficient shipyard capacity, a lack of ships to meet threats, and recruitment challenges as significant factors contributing to the Navy’s decline.
The report also touches on the recruiting crisis affecting the military, with Wilson Beaver, a Heritage Foundation analyst, noting a significant shortfall in recruitment numbers. He criticized the current administration’s focus on race and gender in recruitment, arguing that it detracts from performance and merit.
The Space Force and the Marine Corps received marginal and strong ratings, respectively, with the Marine Corps being the only branch to receive a positive overall score.
The report’s findings are critical at a time when the U.S. faces multiple global crises, including ongoing conflicts with Russia, Iran, North Korea, and China, as well as the threat of global terrorism. The assessment of China and Iran as aggressive threats and Russia as hostile underscores the increasing challenges faced by the U.S. military in a rapidly changing global landscape.
Heritage Foundation senior research fellow Dakota Wood emphasized that the current state of the military is the result of years of inadequate defense policies and funding. He called for immediate action to ensure adequate funding and wise expenditure of defense budgets.
In response to the report, a White House National Security Council spokesperson assured that the U.S. military remains the most powerful in the world, with the Biden administration committed to maintaining its capability. The spokesperson cited efforts such as increasing military pay, expanding the defense industrial base, and ensuring U.S. forces are well-equipped.
The Pentagon has not commented on the report but maintains that the U.S. military is the strongest fighting force in history. An administration official criticized the Heritage Foundation for partly contributing to delays in officer promotions amid these challenges.
The report’s findings highlight the need for significant changes in the U.S. military to address the growing threats and challenges of modern warfare and international relations.
