A newly released light rail surveillance clip captures the young Ukrainian refugee, Iryna Zarutska, just minutes before her tragic death. The footage shows her seated inside a Lynx Blue Line train, scrolling through her phone in a pizzeria uniform. Moments later, the attacker, Decarlos Brown Jr., unsheathes a knife and fatally stabs her—with at least one blow to the neck—before exiting the train and calmly walking away.
The attack, which took place on August 22 just before 10 p.m., was unprovoked. Brown, a 34-year-old man with a lengthy criminal record and mental health issues, was promptly arrested and charged with first-degree murder. Zarutska, 23, had fled the Ukraine conflict and was beginning a new life in Charlotte.
The release of the graphic footage has renewed scrutiny over mental health support, the criminal justice system’s handling of repeat offenders, and safety protocols on public transit—prompting demands for reform from both lawmakers and the community.
