    Trump Announces Plan to Brief Congress on Land Strikes in Venezuela

    President Donald Trump declared Thursday his intent to inform Congress about a significant expansion of U.S. operations aimed at drug-trafficking networks, including the possibility of striking land-based targets inside Venezuela.

    Speaking at a White House event, Trump highlighted that his administration had already detained around 3,200 suspected cartel members in recent weeks and directed the U.S. military to shift its focus beyond maritime interdictions to include inland locations. He emphasized that while a formal declaration of war will not be sought, the U.S. will target individuals “bringing drugs into our country.”

    Trump justified the escalation by pointing to fentanyl, a synthetic opioid responsible for hundreds of thousands of American deaths in recent years, saying much of it is manufactured in China and routed through Venezuela to bypass stricter port inspections. He also noted that U.S. tariffs on Chinese imports associated with fentanyl trafficking will rise significantly on November 1, framing the strategy as part of a broader sanctions campaign.

    The announcement signals a resumption of aggressive military posture in Latin America and places Congress in a new advisory role for the first time in the campaign. It also raises questions within Capitol Hill about oversight, authorization and the legal framework for U.S. strikes against non-state actors on foreign territory.
