According to government officials, the vessels frequently operate with disabled tracking systems, falsified documentation, and complex ownership structures designed to conceal their origins and destinations. These methods allow the ships to move oil through ports and waters worldwide while avoiding detection by regulators and enforcement agencies.
The joint effort focuses on identifying ships, companies, and financial networks involved in the illicit trade, with the goal of disrupting revenue streams that officials say help fund destabilizing activities.
