In a landmark decision, the White House, in conjunction with the Department of Energy (DOE), has announced a pause on the permitting process for several liquefied natural gas (LNG) export terminal projects. This decision comes as a response to the growing concerns over the projects’ potential impact on climate change. This move is seen as a significant win for environmental activists who have been vocally opposing these projects due to their potential to increase carbon emissions and exacerbate global warming.

Energy Secretary Jennifer Granholm, in a press briefing, emphasized the importance of reassessing these projects through a comprehensive environmental review, focusing on their carbon emissions. This review is expected to extend over a year, during which no new permits will be granted for exporting U.S. natural gas as LNG to countries outside of free trade agreements. Granholm highlighted the administration’s commitment to affordable energy, national security, and climate protection.

The pause is set to affect at least two large-capacity projects and two smaller ones that have already undergone the lengthy approval process by the Federal Energy Regulatory Commission (FERC) and are awaiting DOE approval. However, projects that are still pending before FERC or are in the pre-filing stage won’t be immediately impacted by this decision, although they could be affected in the future once they reach DOE for approval.

White House climate czar Ali Zaidi lauded this decision, aligning it with President Biden’s commitment to lead the transition away from fossil fuels and tackle the climate crisis head-on. Zaidi’s statement came in the backdrop of recent global climate conferences where the U.S. has taken a strong stance on reducing dependency on fossil fuels.

Despite the environmental benefits touted by activists and some government officials, the decision has sparked criticism from proponents of LNG export facilities. They argue that these projects are crucial for meeting energy demands in Europe and Asia, especially in the context of reducing reliance on Russian natural gas supplies. The Biden administration had previously committed to increasing U.S. LNG exports to the European Union following Russia’s invasion of Ukraine in early 2022.

Former FERC Chair Neil Chatterjee criticized the decision, pointing out the geopolitical implications and the potential setback it could mean for U.S. commitments to its allies. Chatterjee also noted that U.S. LNG is cleaner than many alternative fossil fuel sources, suggesting that halting these projects might not necessarily result in lower global carbon emissions.

Energy associations like Eurogas and the Asia Natural Gas & Energy Association (ANGEA) have also expressed their support for the continuation of U.S. LNG export terminals, citing them as vital for Europe’s energy security and Asia’s decarbonization goals. The American Petroleum Institute (API) joined in the criticism, arguing that the decision breaks a promise to U.S. allies and plays politics with global energy security.

This decision represents a significant turning point in the U.S. energy policy, balancing environmental concerns with economic and geopolitical considerations. The outcome of the extensive environmental review and its impact on the future of these LNG projects remains to be seen.
